Abu Dhabi off-plan mortgages in September 2026: what the new framework changes
Oakbrick CornerStone Realty ·

Abu Dhabi has introduced a framework allowing buyers of off-plan property to arrange a mortgage while the building is still under construction, rather than waiting for handover. The Abu Dhabi Real Estate Centre set out the rules, with mortgage registration reported as operational since March 2026. It is a structural change rather than a market headline, and changes of that kind tend to matter for longer.
What actually changes for a buyer
Previously a buyer funded developer instalments through construction from their own resources, and financing became available only once the property was complete. The new framework allows a buyer who has paid at least a reported 50 per cent of the price to register a mortgage before handover, with the lender's interest recorded in the Initial Real Estate Register. Aldar Properties is reported to have completed the first such transaction, alongside Abu Dhabi Commercial Bank. The service is limited to participating developers and financial institutions, so it is not available across every project.
Oakbrick's view
The significance sits in the cash flow rather than the headline. A buyer who previously needed full equity to reach handover can now bring a lender in partway, which changes who can realistically commit to an off-plan purchase. A wider pool of qualified buyers tends to support both primary sales and resale depth over time.
It also sharpens the questions worth asking before signing: whether your developer and bank participate, how the payment schedule sits against the 50 per cent threshold, and what financing costs across the remaining construction period. Our Abu Dhabi market overview sets out how we work through those. Details here are as reported and should be confirmed with the relevant parties before any commitment.
