Abu Dhabi off-plan mortgages in 2026: what the new framework signals
Oakbrick CornerStone Realty ·

Abu Dhabi's off-plan market has spent this year absorbing a quiet but consequential change. The Abu Dhabi Real Estate Centre now allows a mortgage to be registered against an off-plan unit once a buyer has paid around half the purchase price, rather than waiting for handover. Reporting in mid September confirmed the first live registrations under the framework, after developers and lenders completed the operational requirements on their side.
Why financing during construction matters
Until recently, an off-plan purchase in the emirate was largely a cash exercise. Buyers funded instalments from their own resources and arranged finance only once the unit was complete. That shaped who could take part. Off-plan activity was reported at around 89 per cent of residential sales value in the first half of 2026, within total transactions of a reported AED 117 billion, so the pool of buyers able to carry construction stage payments has been doing a great deal of the work.
Allowing finance earlier widens that pool, and the lender's interest is recorded in the initial real estate register, which adds a layer of transparency on both sides. Our Abu Dhabi market overview sets out how the emirate's ownership and registration regime fits together.
Oakbrick's view
The headline here is access, but the discipline is unchanged. A mortgage available at the halfway mark does not make a project sound, and financing a construction stage asset means servicing debt well before the unit can produce income. We would look first at the developer's delivery record, at the escrow arrangements on the specific project, and at whether the payment plan still works if handover slips by a year. Used carefully, the framework is a sensible maturing of a market that has grown quickly. It is not a reason to buy earlier than your own position comfortably allows.
